Alberta Public Agencies Governance Act (APAGA)
The Government of Alberta is committed to supporting the responsible, consistent and transparent governance of public sector agencies.
The Alberta Public Agencies Governance Act (APAGA) was passed as law on June 4, 2009 and is expected to come into force in 2010. It is supplemented by the Public Agencies Governance Framework, and together they provide the legislative and policy framework for Alberta's public sector agencies.
The APAGA requires that all agencies have a publicly-available Mandate and Roles Document, a Code of Conduct and a competency-based recruitment process. Mandate and Roles Documents and Codes of Conduct for Alberta Advanced Education and Technology's public agencies are published by the Agency Governance Secretariat.
The APAGA also requires that all agencies be reviewed by the relevant Minister at least every seven years. These processes, and others defined in the policy and legislation, are designed to promote good governance and ensure accountability to Albertans for taxpayer resources.
The following types of public agencies under Enterprise and Advanced Education will fall under the APAGA:
- Post-Secondary Institution Boards
- Campus Alberta Advisory Boards and Councils
- Research and Innovation Boards
